Not yet:

“We don’t yet have builds for 3.0 for open source. We’ll be putting builds and
documentation out when it’s ready, but it will take some time.”

When final version release?

No release date has yet been announced. It’ll be available when it’s ready.

Is there any beta version for test?

No.
