Alter limits and why can't I see the exceptions in the portal?

How to alter limits? Right now write limits are exceeded and I see the logs. I can’t see in the portal that these limits has been exceeded though (under “Usage” and “Rate limits exceeded”).
I never want this to occur? How to get warnings when close to limits? We are now loosing data coz of this.
