With Telegraf it downloaded correctly and running it from a cmd line (PowerShell) prompts me with “access denied” I checked permissions and the files are all under administrator privileges and they I have root access and I’m running PowerShell as an administrator so I have no clue what’s wrong.

Can you try setting debug=true in the agent portion of your telegraf config?
Can you please share the full logs?
