No quite sure what you mean about offline install, but this is what I did :
- Need a rpi3 , preferably rpi4 (needs arm aarch64)
- Enable the 64bit Linux kernel in raspian OS , detailed in this post I made last year
- download latest influxdb2 arm image , more info here
