When using Telegraf with TimescaleDB, I can set a property called “tags_as_foreignkeys” to separate tag data from metric data. Is there a similar feature when using InfluxDB as the underlying time series database?

There is not. Keep in mind that TimescaleDB and InfluxDB are different types of databases. TimeScale is an extension on a relational database, based on PostgreSQL while InfluxDB is a time-series database. As a result the layouts are a bit different.
