There currently isn’t a way to createa a user from the UI. I’ll make sure to get the docs updated, since that’s inconsistent.
I agree that it would be nice to be able to do this through the UI - feel free to open a feature request in GitHub - influxdata/influxdb: Scalable datastore for metrics, events, and real-time analytics if you’d like to have this get prioritized!
