Timestamp insert and show it on the grafana

If I remember correctly the timestamp must have nanosecond precision, even if you set the precision to seconds (in telegraf or using api)

Try to add the zeroes (as in scott example) in order to have the time in nanoseconds so 1569935368000000000 instead of 1569935368
